Lord Crewe now proposes to discuss the matter with the Prime

Barle today. The question of a grant to the S.S. will
have to come up when the H.K. question has been
settled. We have asked for a Grant for the S.S., but
the Treasury have not yet committed themselves - we don't
want to press the matter till a decision has been come to on
the principle of calculating the H. X. Grant ).
